T&D World March Issue
Editorial Highlights:

Reliability Planning
The increasing complexity and management of power systems, the growing demand and service quality expectations such as system reliability, efficiency and security in addition to environmental energy sustainability concerns have triggered the evolution of “Smart Grids”. Hydro-Québec is now demonstrating leadership with its plans including the introduction of Advanced Distribution Automation for the 25 kV overhead line distribution network.

Safety/Training
An essential requirement for ensuring worker safety when performing live work with transmission composite insulators is to confirm the integrity of both the installed units. However, there are no generally accepted and easily applied procedures or instruments to accomplish this. With its utility partners, EPRI has developed a tool to identify high risk composite insulators prior to live work.

Mobile Computing
When Hurricane Irene walloped the region with rain and wind the Long Island Power Authority region with wind and rain it also struck the system operations improvement project. The five-year, staged program was accelerated and re-prioritized. The ambitious plan that emerged is to fully implement and test the new system in its first year of deployment. A top priority: get real-time OMS functionality up and running on over 980 LIPA feeders in 2012.

Overhead Facilities

Xcel Energy is seeking to break from the pack of utilities who emphasize first cost in purchasing decisions by utilizing lifecycle cost analyses as a driver for purchasing several major categories of equipment. Wood poles were one of the first categories of equipment which supply chain recently examined.

Advanced Distribution

When a major publishing company located a large warehouse facility in St. Charles, IL the St Charles Municipal Electric Utility needed a plan to serve this additional load at the required reliability level. Working with various vendors, and in consultation with ComEd engineers, the ComEd “substation in a box” concept was taken to the next level. The City called this a Local Distribution Center.

Transmission Structures
Late in 2008, an aerial patrol discovered three, 500-kV towers with partially-collapsed foundations on the Hydro One system. The sites were marshy and during the winter frost heaves had literally torn diagonals off of the grillage footing. A quick repair was required to prevent a complete foundations failure. After reviewing the situation, it was decided that horizontal beams welded onto helical piles would be the best option.
