KEMA (Burlington, Massachusetts) has been retained by Constellation Energy subsidiary Baltimore Gas and Electric Co. (BGE; Baltimore, Maryland) to support in the development of the utility's Reliability Redesign Initiative. KEMA is providing analytical techniques to identify and justify optimal capital reliability improvement projects for 2004 and 2005.

BGE retained KEMA to analyze the BGE distribution system using predicative reliability assessment techniques. An initial study conducted by KEMA in 2003 helped set benchmarks for major investments in distribution reliability improvements.

The current project goal is to enhance customer reliability and position BGE's performance among a group of top-ranked utility peers. KEMA analysis and consulting support will assist BGE with allocating its resources effectively and maximize reliability improvements in order to reach this goal.

KEMA will provide detailed recommendations on specific operating procedures to optimize reliability in storm and non-storm conditions.
