City Water, Light & Power (CWLP) of Springfield, Illinois, U.S., has awarded Open Systems International Inc. (OSI) a new contract to replace the utility's legacy SCADA/EMS system with a new system based on OSI's monarch platform.

CWLP is a municipally owned electric system in Illinois, providing power to approximately 70,000 electric customers in an 80-sq-mile (207-sq-km) service territory. CWLP's selection of OSI for this project was motivated by the requirement for a technically advanced platform, capable of effectively fulfilling its operational mission while meeting the requirements of the forthcoming version of the North American Electric Reliability Corp. Critical Infrastructure Protection standards.

CWLP's new SCADA/EMS system includes SCADA, generation control and dispatch, transmission security analysis and operator training simulator functionality.
