Imperial Irrigation District to Deploy Next-Generation Energy Management System

Open Systems International, Inc. has been awarded a major contract by Imperial Irrigation District (IID) of California to supply a comprehensive Energy Management System (EMS).

IID’s electric operations currently serve more than 140,000 residential, commercial and industrial customers in one of the fastest-growing regions in the West. IID’s motivation for this project has been the implementation of a modern and more flexible operations control system based on an open architecture, better facilitating NERC reliability standards as well as a lower recurring maintenance cost.

The proposed system is based on OSI’s monarch distributed open architecture and includes Supervisory Control and Data Acquisition, Automatic Generation Control and Dispatch (AGC), Historical Information System, Calculation and Trending subsystems, Transmission Network Analysis, Web-based Graphical User Interface, Short-Term Load Forecast, Load Shed and Restoration, Equipment Outage Scheduling, Transaction Management Scheduling, Switch Order Management, Operator Training Simulator, ICCP and DNP communications, as well as a comprehensive backup/disaster recovery control system.

“We welcome IID to our user community and look forward to a very successful project. IID is a unique organization located in a growing part of the West coast USA with special transmission characteristics. We are confident that our monarch suite of applications will facilitate IID meeting all its corporate and regulatory goals,” said Bahman Hoveida, president & CEO of OSI.

“This is a critical project to IID and we are pleased to be moving forward with the OSI solution. We believe the OSI system will help IID improve reliability and give us the tools and support needed to comply with operational requirements,” said Javier Esparza, assistant manager, IID Electric System Operations.

Imperial Irrigation District provides electric power to 140,000 customers in the Coachella Valley, Imperial Valley and parts of San Diego County. The sixth largest utility in California, IID Energy controls over 1,100 MW of energy derived from a diverse resource portfolio that includes its own generation, and long- and short-term power purchases.
