Q; The Environmental Protection Agency's proposed Clean Power Plan calls for cutting carbon emissions from the power sector. But several industry agencies have voiced concerns over the plan, warning of big coal unit retirements, higher electricity bills, weaker transmission reliability and a greater risk of blackouts. Will the EPA's Clean Power Plan really affect reliability of the grid and if so, how?
