Dairyland Power Cooperative Awards SCADA/EMS Contract to OSI

Open Systems International, Inc. (OSI) has been awarded a comprehensive new contract by Dairyland Power Cooperative to upgrade and replace its Energy Management System (EMS) as well as its Distribution Supervisory Control and Data Acquisition (SCADA) system.

Dairyland Power Cooperative is a generation and transmission cooperative based in La Crosse, Wisconsin, that provides electrical services to more than 600,000 consumers throughout a four-state service territory that includes Wisconsin, Minnesota, Iowa and Illinois.

Seeking a significant improvement in cyber-security and regulatory support, as well as a transition to a more modern SCADA and EMS platform with easier maintenance and operation; Dairyland has chosen an upgrade to OSI’s monarch multi-platform Open Architecture) platform. These new systems are set to be deployed on a robust and secure distribution of the Linux operating system.

The proposed new EMS and Distribution SCADA systems for DPC are based on OSI’s monarch distributed open network architecture, featuring an advanced Microsoft .NET based Graphical User Interface and incorporating OSI’s SCADA; Secure, IP-based Communications Front-end Processing; Inter-control Center Communications; High Capacity Data Historian; Operator Training Simulation; Generation Control and Dispatch; Transaction Management; NERC Compliance Tracking; OATI Interface; Market Operations Interface to Midwest ISO as well as Transmission Network Security Analysis functionality that includes State Estimation, Power Flow and Contingency Analysis.
