United States: Three Utilities Withdraw Applications to GridSouth RTO
Duke Energy, CP&L and South Carolina Electric & Gas remain committed to the GridSouth RTO (regional transmission organization), but because of regulatory uncertainties in the RTO arena, the companies are withdrawing their applications before the Public Service Commission of South Carolina and the North Carolina Utilities Commission to transfer functional control of their electric-transmission assets to GridSouth.
The three utility companies intend to file new applications before the state commissions in the future, including a revised GridSouth structure designed to meet the needs of customers and regulators. The three companies have worked to fulfill the vision of an efficient regional electric transmission organization and feel they have made progress, according to Jim Hicks, senior vice president for Duke Power and a member of the GridSouth Management Committee.
Hicks said once the current regulatory landscape had been assessed and additional guidance had been obtained, the companies intended to re-file the necessary applications with the state commissions to move the project forward.
