Severe Storm Triggers Transmission Emergency in California
The California Independent System Operator declared a transmission emergency yesterday after an early storm system battering California with heavy rain and strong wind gusts knocked a high-voltage line to the ground near Moss Landing.
Northern Californians were urged to conserve electricity through 10 p.m. The 500 kV line impacts the flow on Path 15, which serves as a major transmission link between Northern and Southern California.
The amount of electricity that can flow on Path 15 is reduced to about a third of what it normally is rated to carry. Although customers were experiencing numerous localized power outages, the transmission emergency did not cause additional system disruptions. At about 10:30 EDT last night, the California ISO cancelled the transmission emergency. While the transmission line that was downed during the storm remained out of service, other transmission capacity was made available and was allowing the ISO to cancel the emergency conditions.
