Cross Hudson Corp. and In City I LLC have announce the recent filing of the Environmental Management & Construction Plan for the land-based construction of the proposed Cross Hudson cable. When completed, the Cross Hudson cable will make a major contribution to the reliability and economy of New York City's electric supply by bringing 550 MW of new, clean energy to Manhattan.

The Environmental Management & Construction Plan (EM&CP) is the first of two major plans required by the NYS Public Service Commission (NYSPSC) Article VII Certificate of Environmental Compatibility and Public Need. This first EM&CP spells out specific design, engineering and environmental procedures that will guide the installation and operation of the new generator lead along the half-mile, land-based portion of its route from the Hudson River to the ConEd 49th Street Substation in Manhattan.

"Submittal of this EM&CP is a major milestone in the effort to bring additional capacity and reliability to the electrical supply of Manhattan and all of New York City," stated Paul Rich, chief development officer of CCH Holdings Group, LLC parent company of Cross Hudson Corporation and In-City, I LLC.

"Today's filing demonstrates that the Cross Hudson Cable project is best positioned to provide new capacity to New York City given its fully permitted status," said Rich. According to Rich, "The Cross Hudson cable project has obtained all of its required key permits including a NYSPSC Article VII Certificate, and a U.S. Army Corps of Engineers Clean Water Act section 404/Rivers and Harbors Act section 10 permit. This EM&CP filing is one of the many development activities CCH Holdings and the project team has actively pursued.

The Cross Hudson Project, a proposed 550 MW generator lead from New Jersey to New York City, has been under development since 2001. The proposed generator lead originates in Ridgefield, New Jersey at the Bergen site, owned by PSEG Power LLC. The feed would terminate at the Consolidated Edison Company's substation at West 49th Street in Manhattan, supplying electricity to the New York City market and particularly Manhattan.

The line will be installed on privately acquired right of way within New Jersey. It will run under the bed of the Hudson River, and make landfall in Manhattan near Pier 94. It will then run underground in lands owned by the City and State of New York and beneath 12th Avenue into the ConEd W.49th Street substation. The line will be approximately eight miles in length from the Bergen site to West 49th Street, and will be underground for its entire distance.

"Given the project's regulatory status and our demonstrated compliance with the pre-construction conditions of our NYSPSC approval, it is the best positioned new proposed power project for the New York City area. We anticipate initiating construction, based on current progress, in early 2008, with a proposed 2010 completion date. The project has the ability to be in service to significantly meet the near term power demands projected by PlaNYC," Rich concluded. PlaNYC calls for at least an additional 900 MW of capacity for New York City by 2015 to meet expected loads and 2000-3000 MW of electric capacity as early as 2015 to retire older less efficient plants.

Cross Hudson's development and construction is being supported by some of the leading firms operating in the energy industry including, Parsons Brinckerhoff and Sigma Energy Solutions as the Owners Engineers, and Ecology & Environment, Inc. one of the leading environmental permitting and compliance consultants, and Kiewit Construction Company, the EPC contractor. Kiewit will construct the project under a firm price commitment. The Kiewit team includes Mass. Electric Construction Company (MECC) of Boston, Mitsubishi International Corporation (MIC) of New York and DMJM Harris, a unit of AECOM International. Nixon Peabody, LLP and Bracewell & Giuliani, LLP serve as principal counsels.

The NYS Public Service Commission issued its Opinion and Order Granting Certificate of Environmental Compatibility and Public Need, Case 01-T-1474 on April 17, 2003, and amended it on October 21, 2004. CCH Holdings Group, LLC acquired Cross Hudson Corporation and In-City I LLC and the permitted Cross Hudson Project from PSEG Power LLC in 2006. CHC proceeded with NYISO interconnection approval and development activities such as this EM&CP in order to initiate construction in early 2008, with a proposed completion date for summer 2010.
