As part of its commitment to transforming the electric system and ensuring operational safety, LUMA completed an advanced training program in aerial and ground operations. This initiative, carried out in collaboration with Volo Mission, a global leader in long-line and aerial firefighting training, enhances LUMA’s ability to respond to emergencies and protect critical infrastructure in high-risk situations.
The program, developed by LUMA and including an invitation to the Puerto Rico Fire Department’s Fire Suppression and Special Operations Divisions, involved six pilots certified under Part 133 of the Federal Aviation Regulations, as well as members of LUMA’s aviation and operations teams.
Participants specialized in three key areas:
- Emergency Operations: Pilots and 18 transmission field workers from across the island received certification to perform rescues in remote areas. This module included the use of stretchers to transport injured individuals to safe zones, ensuring a swift and effective response even in the absence of immediate professional medical assistance.
- Aerial Firefighting: Participants enhanced their skills in operating the Bambi Bucket system, with a 144-gallon water capacity, designed to extinguish fires near electrical infrastructure. This training, conducted in collaboration with the Fire Department, focused on protecting transmission towers and critical power lines.
- Field Operations and Helicopter Safety: This module covered long-line operations, ground safety measures, and human factors such as decision-making and communication in high-pressure environments. All aviation personnel were certified to operate near, beneath, or around a helicopter, ensuring compliance with the highest safety standards.
The program took place over five days at the Palo Seco facility, where participants conducted daily flights and real-life scenario simulations. Additionally, emergency response speed was improved through collaboration with the fire department, including the use of portable pools to ensure water availability during operations.
“The safety of our personnel is always our priority. A well-trained team can respond quickly and safely to any emergency or field situation. Always follow the rules and stay safe,” said Miguel A. Serrano Mercado, Aviation Operations Safety and Training Manager, who has over 20 years of experience in the field.
José Luis Campos, LUMA’s director of aerial operations, added, “These training sessions prepare us to respond efficiently to any unexpected situation. Our focus is on rescuing people in remote areas and protecting critical infrastructure while ensuring the safety of our team and customers.” Campos has over 30 years of industry experience.
With this initiative, LUMA reaffirms its commitment to adopting international best practices to provide a resilient, safe, and reliable electric service to more than 1.4 million customers in Puerto Rico.
